🛡️ Operation Abhyaas: India’s Largest Civil Defence Mock Drill on May 7, 2025



📰 Overview

In response to escalating security concerns following the Pahalgam terror attack on April 22, 2025, the Ministry of Home Affairs (MHA) initiated Operation Abhyaas, a comprehensive civil defence mock drill conducted on May 7, 2025, across 244 districts in India.

This large-scale exercise aimed to evaluate and enhance the nation's preparedness for potential hostile threats by simulating emergency scenarios and training civilians, including students, in appropriate response protocols. 


🎯 Objectives of Operation Abhyaas

  • Assess Emergency Response Systems: Evaluate the effectiveness of air raid warning systems and communication links.

  • Train Civilians and Students: Educate the public on safety measures during emergencies, including evacuation procedures and shelter utilization.

  • Test Infrastructure Readiness: Ensure control rooms, bunkers, and emergency services are operational and responsive.

  • Enhance Coordination: Improve collaboration among various agencies, including civil defence, police, fire services, and medical teams.


🛠️ Key Activities Conducted

  • Air Raid Siren Tests: Activation of sirens to signal simulated attacks.

  • Blackout Simulations: Implementation of crash blackout measures to mimic power outages during emergencies.

  • Evacuation Drills: Rehearsals for safe and orderly evacuation of civilians from high-risk areas.

  • Camouflage Exercises: Concealment of vital installations to protect against potential threats.

  • Public Awareness Sessions: Educational programs for students and residents on emergency preparedness.

📍 Participating Regions

Operation Abhyaas was conducted in various states and union territories, including:

  • Delhi: Drills at 55 locations across all 11 districts.

  • Maharashtra: Exercises in Mumbai, Pune, Nashik, and other cities.

  • Kerala: Statewide participation across all 14 districts.

  • Hyderabad: Drills within the Outer Ring Road limits, involving multiple civil defence services.
